dollars would be a disaster. The only way a school district has to raise money is by property tax. Indeed, the biggest portion of your property tax already comes from the school levy. Ask anyone in the state if their property taxes are appropriate and a resounding "NO" will knock you back on your heels. Ask property owners in Lincoln and you'll likely get a reply that the school board spends money like they had their own printing press.

State aid to education is a transfer of state funds to local school districts to ease the burden on the property owner by lessening reliance by school districts on property tax levies. Take away that subsidy by the state and listen to the property tax payers howl.
And rightly so.

But Captain Johanns won't care. He will have looked like he only raised taxes on alcohol and tobacco. School boards across the state will have no choice but to make up the state imposed school shortfall by raising property taxes. School boards will get the blame for a tax increase, not Captain Johanns. Meanwhile, the ship of state will have been righted, refloated  and repaired to set sail for other destinations. Ah, the beauty of an election year.
