Katherine Harris resigned as Florida secretary of state "and made the move retroactive to July 15, saying she had misunderstood the rules about when she had to quit to run for Congress," the AP reports. Although Harris is the top elections official in the state, she told reporters at a news conference she believed the law "did not apply to her office... after which she was whisked away by aides as reporters shouted questions."….Sen. Phil Gramm (R-Texas) has angered veterans' groups by holding up legislation to authorize construction of an educational center at the Vietnam Veterans Memorial. He said he objects to a provision in the bill that would prohibit building future memorials on the Mall. The Senate bill (S. 281), sponsored by Sen. Chuck Hagel (R-Neb.) and 63 cosponsors, would allow the Vietnam Veterans Memorial Fund to construct an underground center to display pictures and stories of the veterans whose names are on the Memorial, known as "the Wall."...The Bush administration's refusal to cooperate with even the most routine and basic congressional requests for information is infuriating members of Congress and violating congressional rights and responsibilities, members charge. From Democratic liberals like Sen. Barbara Boxer (Calif.), who calls getting a response from the White House "a nightmare," to Republican conservatives like Rep. Dan Burton (Ind.), who said he had to use "strong-arm tactics" to get what he needed, there has been a rising tide of congres-sional complaints in both the House and Senate..
