POINT OF ORDER  (CONT.)

  • Forced her client to travel 29 miles round-trip every day to breathalyze at state expense before seeing her children, a visit supervised by state authorized personnel.
  • Lied about actions of the client regarding temporary foster parents.
  • Lied to the court about false documentation on testing.
  • Falsely accused the client of inappropriate contact with potential foster parents.
  • Falsely accused the client of inappropriate conversations with her children concerning the caseworker, guardian ad litem and foster parents.
  • Falsely accused the client of drinking in front of the children and in the presence of authorized state personnel.

The list goes on, ad infinitum, but you get the idea.

Besides being totally incompetent for her position, Gail also likes to display her vindictive side. On one occasion, after being in a meeting where she felt she was unfairly singled out, within two hours Gail altered the client's meetings with her children at Cedar's Home for Children to include only supervised visits whereby a staff member would have to be in the room with the family at all times. 

Gail's supervisor is equally adroit in her display of retaliation. After a meeting in which she was told of the many faults of her caseworker, she smiled and thanked the informer. Within two hours she altered the client's telephone conversations with her children at night to be a mandatory call on a speakerphone and monitored by a staff member.

Both the caseworker and her supervisor are experts when it comes to not returning phone calls. Not just to the client but her lawyer, the guardian and anyone else involved. Again, Gail is consistent in that track record at the Ombudsman's office.

In the instance in which Gail lied about the therapist telling her she had a conflict of interest and could no longer counsel the children, Gail ordered another therapist to see the children. Despite the new therapist already working 60 hours a week, she did what Gail sought. Because of that workload the only time she could see the children was during school hours so she took them out of class, causing them to be unable to finish their work which resulted in homework after school instead of other activities. Even the judge thought that was inappropriate and so Gail solved the situation, not by getting another therapist with a lesser workload, but by taking away the children's visitation time from their mother and scheduling therapy at that time.

Gail is obviously incompetent, well over her head in her present capacity. Her track record of complaints at the Ombudsman's Office anchors that fact. Worst of all, she is mean and vindictive. As for Jackie, she has shown her true colors by trying to cover for Gail. Strength in numbers, I guess.

There are many reasons for the Gails and Jackies at HHS. One is size. There are 6,000 people in which to hide. Another is uniformity. If most are incompetent then the incompetent do not stand out among the rest of the herd.

The largest reason why the Gails and Jackies of the world exist like pasrasites in government, sucking a salary in return for nothing, is the system itself. In a system where even the attorneys appointed to look after the children's interests fail to correct abuse by these incompetents because they have to turn around and work with them on the next case, then the system is broken.
