A California legislative committee rejected a plan to install solar panels on half of new homes built in the state. Both the California senate and the Schwarzenegger administration are strongly in favor of the solar mandate, but it was soundly defeated in the California Assembly Utilities and Commerce Committee in favor of a much weaker bill. An analysis by the committee's staff found that the Governor's solar mandate would cost residential users an average of $3.72 a year, and lawmakers were unwilling to support a rate increase….Republican Senator Lincoln Chafee of Rhode Island has announced that he will probably not vote for Bush. Since Kerry will comfortably win his state, Chafee says he will probably write in a candidate.The Republican said the party's direction in the future will determine his political career as well.
