Mike Johanns? We know his incompetence all too well from his years as our caretaker governor here in Cornhusker land.

Resting up from whatever it is he is supposed to be doing, Johanns ordered his Department of Agriculture  to get into the Katrina act. Not to be outdone in the incompetence department, Johanns struck swiftly and surely.

Three weeks after the hurricane, with thousands still homeless, shelters overloaded and New Orleans still under water with another hurricane bearing down on Florida with a computer track showing New Orleans in danger again, the British government sent over 400,000 NATO military meals. These are the same meals their soldiers eat in Iraq and elsewhere paid for by British taxpayers.

The Mike Johanns Department of Agriculture impounded the 400,000 rations citing some obscure rule about importation of meat and claimed the rations therefore unfit for human consumption. Not only were the rations impounded but they were trucked off to Little Rock, Arkansas to be - no, not returned - but incinerated. The British government was correctly infuriated. An aid worker from Britain, who refused to be named, said "This is the most appalling act of sickening senselessness while people are starving."

These are but a few of the mountain of wrongs committed by this administration but one shouldn't be surprised by anything this administration does anymore. Remember, this is the same administration that appointed a veterinarian to head the women's services at the Department of Health and Human Services. No one should be surprised if HHS starts printing guidelines for spaying women.

John Kerry nailed it when he said it was the "Katrina administration."
